The pattern

Size : 10" high and 16" long
To draw a nose-cone pennant : draw two arcs of circle of radius AB that cut the middle in C on radius AB.
Draw this twice on the fabric, make sure you invert sides. Don’t forget the central part that will be used to cover the pole of your patrol pennant.
On the central part, cut in two notches that will make, once folded, the loop to fix the pennant.
You should turn the silhouette towards the pole.
A stylized pennant
Take a piece of strong fabric. You should stick to the two official colours of your patrol and add a 3rd one if you wish. In that case choose a colour that matches the two others.
The silhouette of your totem can be embroided or cut in a piece of fabric and then sewn or even better, added in as a patchwork.
Choosing felt is going for the easy way but it’s a bad solution since your pennant won’t resist to rain. Do not try to glue the silhouette on your pennant because it would eventually fray and fall.

A realistic pennant
Choose a nice image or picture of your patrol’s totem. With transfer paper adapted to fabric you can draw it back on your pennant.
This is the method that’s used to add a personal touch to your tee-shirts. Iron the drawing on the pennant.
