It seems quite obvious that you should first build a firepit sheltered from the wind If needed you can also use a canvas as a roof.
You should then start picking up some wood.
You will need dry wood or big damp logs that you will chop since the inside stays dry. You need to pick fire wood that is still standing on a tree so that it is dry.
Here are a few hints you can put in practice to light a fire without paper.
The hedgehog
It is dry slashed wood that you can plant in the ground.
A firelighter
It is a newspaper that you will have tightned and trussed up with a string every 2". Dip the newspaper in some paraffin. Dry up for 24hours then cut every 2" in between the strings
(I know I know there is some paper here, but the paraffin is the most important in that case.)
You can choose to replace the paper with a piece of cloth that will play the same role.

The birch ball
Take the bark off a recently chopped birch. Cut 1/2" large bands of bark and make small balls with them (the size of an egg). These balls do not take up too much space and can be carried in a bag. You can unwind it as you need to use it. It will burn like celluloid.
The night candle
Its a shoe polish box or a tincan that you will fill with paraffin or flammable grease. Put a wick in the center. After use the paraffin will stiffen again.
